We have installed OpenSSh 5.1 in Cygwin.
we do not  want the SSH user "cyg_server" in the "Adminstrators" group.

If have CYGWIN version 1.5, then even if the cyg_server is not part of
"Administrator" group also, it is working good, but when we upgrade the
CYGWIN to 1.7, then if cyg_server user is not part of Administrators group,
then it is not working fine.
