I did not want to mess with my Cygwin installation, so I compiled my test
program with my Cygwin 1.7.7, and then ran it with the cygwin1.dll from
your snapshot. I did this by placing test.exe and your new cygwin1.dll
together in one directory, and running test.exe from there with cmd.exe
instead of with the Cygwin command line.

I can confirm that the same test program, which fails in Cygwin 1.7.7,
works fine with the dll from your snapshot.
