Other 'setup.exe' experts would be better at advising you about this but
I can tell you that 'setup.ini' is responsible for telling 'setup.exe'
what packages are available and what versions are available.  What are
you using for your 'setup.ini'?  Also, you need to be aware that 'setup.exe'
changes over time too and it's best to keep in step with the version available
from cygwin.com.

You can also use the command line option (-P) to specify packages you want
to install, though I expect that's a little different than the direction
you probably want to head.
