You can try the following:

1. Test this irssi executable:
ftp://cygwin-ftp.unix-systems.biz/cygwin/irssi.exe
Does it solve the problem?

2. What perl scripts do you use in irssi? Try disabling them.

3. Downgrade to perl 5.10.1-3 via cygwin setup. Is it any better?
