According to src tarball and CVS tags, recent cygwin 1.7 DLL releases 
still use newlib/libc/string/wcsncpy.c r1.2 from 2005-10-28.

Is this intentional?

CVS HEAD wcsncpy.c r1.3 from 2009-08-18 likely fixes this bug:

BTW:
- CVS tag cygwin-1_7_6-release is missing
- There is a bogus CVS backup file in last tarball:
/usr/src/cygwin-1.7.6-1/winsup/utils/.#locale.cc.1.5
