The option hasn't been removed and it still works fine for me.

Your cygcheck output shows that $PATH contains

Path:   C:\cygwin\usr\local\apache\bin
        C:\cygwin\usr\local\bin
	[...]

prior to the Cygwin default paths.  Are you shore you're running
the correct `mount'?

Oh, and, btw., you're still running Cygwin 1.7.5, not 1.7.6,
as far as your cygcheck output is concerned.
