Well, maybe you can ask for latest released stable version: 4.7.0.5 [1]
to be included in cygwin, mc being a bit old by now...
mc.README file will give you more information.

I have using source compiled 4.7.0.4 for a while now without
noticeable problems.

$ mc -V
GNU Midnight Commander 4.7.0.4
Virtual File System: tarfs, extfs, cpiofs, ftpfs, fish, mcfs
With builtin Editor
Using the ncurses library
With subshell support as default
With support for background operations
With mouse support on xterm
With support for X11 events
With internationalization support
With multiple codepages support
Data types: char 8 int 32 long 32 void * 32 off_t 64 ecs_char 16
