Cygwin is a collection of individual software plus the Cygwin compatibility DLL.
So which software?

You may want to contact Commerce / BIS at 202-482-4811 and ask them about open
source issues. I would assume that no open source project would have a
registration on its own and it would be up to GE or another vendor to jump
throught the hoops of registration.
