No I am running ftp from Cygwin distro:

Cygwin use inetutils to provide ftp client:

bash#  which ftp
/usr/bin/ftp

bash# ftp --version
ftp (GNU inetutils) 1.5

Latest version from http://ftp.gnu.org/gnu/inetutils/ - 1.7

I grab inetutils-1.7.tar.gz and grep sources for FEAT keyword.
No thing found.

I also install lftp and ncftp. With ncftp I have same truble.
lftp understand UTF-8 but FEAT command not available.

So I can use lftp for my purpose.

Note that this client written by
one whose native Russian speaker, so I think author understand
problem with multilang environment in contrast to developers
from English countries which nothing hear about non ASCII. ARGH!!!
