"ls -li" output.

We need more details about that drive.  Please include the output of
/usr/lib/scih/getVolInfo /cygdrive/h.

The issue is only fixed for buggy drives that we know about.  It's
amazing how many variants of buggy drives are out there that we don't
know about.
