Check that /etc/profile actually exists and that it contains these
lines near the start:

PATH=/usr/local/bin:/usr/bin:/bin:$PATH
export PATH

(And lose the '-c "exec /bin/bash"' at the end of the rxvt shortcut,
unless you've got a particular reason for double-invoking bash like
that.)
