I just downloaded the latest setup-legacy.exe

On the initial screen, I typed c:\cygwin, chose the all users option and 
the UNIX line endings.

Upon clicking `next', Windows tells me that the application has to 
terminate.

I then tried Cygwin 1.7 setup.exe, it ran fine.

$ md5sum setup-legacy.exe
8ab114a41ccfb8caee33c03d3cdc2bc9  setup-legacy.exe
