      I ran the command "$ cygcheck cygwin-3.2.4.exe"

As Marco indicated, the fix was to make certain
that the package libGLU1 is installed under cygwin.
The conclusion is that the libGLU1 (at least under
the cygwin environment) is now one of the things
upon which octave-3.2.4 depends.
