This is also clearly documented near the top of
/usr/share/doc/Cygwin/openssh.README.  BTW, if you use the
ssh-host-config script to configure your SSH service, all of these
details will be handled for you automatically.  Configuring the service
or running sshd by any other mechanism has not been supported on this
list, so if you have problems in the future, you will likely be asked to
try again using ssh-host-config, perhaps after a complete wipe and
reinstall of Cygwin.
