If there's non-english char in the program start path( /tmp/=D6=D0=CE=C4 ),=
 the
generated core file's name will be wrong like the following:

$ pwd
/tmp/=D6=D0=CE=C4
[Bambo AT Bambo-PC /tmp/=D6=D0=CE=C4]
$ ls
foo.c  foo.exe  foo.exe".core
[Bambo AT Bambo-PC /tmp/=D6=D0=CE=C4]

the core file comes with a unexpected '"'

my CYGWIN environment is:
$ env | grep CYG
CYGWIN=3Derror_start=3De:\cygwin\bin\dumper.exe
