And then again, as Yaakov already wrote, packages with runtime
modules like ruby, apache, and openssl use the .so suffix on all
platforms.

But what about perl?  It uses the .dll suffix for modules on Cygwin.
Does it call dlopen("foo.dll") or dlopen("foo")?
