  Something probably auto-updated itself, either in the ipssvc itself, or
something in windows that had a knock-on effect; from some of the links you
posted, it sounds like it's not unusual for this bug to come and go at odd
times, and that's often the case with race conditions and other critically
timing-related bugs: a slight change in something else can have a knock-on
effect that conceals or manifests a bug somewhere else.
