Interesting, the location of the file seems to matter.

On E:\
    $ ls -l foo
    ----------+ 1 vince None 6 Sep  3 10:27 foo
    $ ls -l .\\foo
    -rw-r--r-- 1 vince None 6 Sep  3 10:27 .\foo

For a file on my desktop:
    $ ls -l foo
    -rwx------+ 1 vince None 6 Sep  3 10:28 foo
    $ ls -l .\\foo
    -rw-r--r-- 1 vince None 6 Sep  3 10:28 .\foo

Directory permissions
    $ ls -l | grep Desktop
    drwx------+ 1 vince          None      8192 Sep  3 09:52 Desktop

    $ ls -l /cygdrive/
    d---------+ 1 ???????? ???????? 8192 Sep  1 11:56 c
    drwx------+ 1 SYSTEM   SYSTEM   4096 Sep  2 17:28 e
