Hmm, it says "convert: Improper image header `emacs.icon'.
convert: missing an image filename `ico:emacs.ico'."

Perhaps this isn't actually an XPM file?  The header looks like this:

 */
	0xFFFF,0xFFFF,0xFFFF,0xFFFF,0x8000,0x0000,0x0000,0x0001,
