We strongly recommend 'cygcheck' output as outlined at the link below
when providing configuration information.

In my environment, I could reproduce this across the board because
DISPLAY was defined in my Windows environment.  I can't tell if you
have  a similar problem but I would recommend looking for these
kinds of environmental differences between Cygwin processes and
Windows.
