Also, here's another test case:

    for x in {a..z}; do PATH=/cygdrive/$x/bin:"$PATH"; ls.exe; done

The result will be take a long time to complete if you have a `A:' drive
in `My Computer', like the following:

    bash: /cygdrive/a/bin/ls.exe: Permission denied
    bash: /cygdrive/a/bin/ls.exe: Permission denied
    bash: /cygdrive/a/bin/ls.exe: Permission denied
    bash: /cygdrive/a/bin/ls.exe: Permission denied
    bash: /cygdrive/a/bin/ls.exe: Permission denied
    bash: /cygdrive/a/bin/ls.exe: Permission denied
    bash: /cygdrive/a/bin/ls.exe: Permission denied
    bash: /cygdrive/a/bin/ls.exe: Permission denied
    bash: /cygdrive/a/bin/ls.exe: Permission denied
    bash: /cygdrive/j/bin/ls.exe: Permission denied
    bash: /cygdrive/k/bin/ls.exe: Permission denied

Since I have nothing in drive A:/J:/K:, I think something is wrong with
the file system mounting. Can you reproduce it? 

Oh, forgot to mention, I'm testing the cygwin-1.7.
