Editing setup.ini may be more work (and safer) than just using setup
without editing setup.ini.

Install the first time by using setup (as documented on cygwin.com) to
install what you want.

When updating, just keep on clicking on "Next" until you arrive at "OK"
(then click on "OK").

When updating, you can see what will be updated: in the package chooser
screen, click on the "View" button until you get the "Partial" view.

Or you can update with setup's unattended mode.  Here is what I use.
Documentation is in the archives and on cygwin.com.

c:\cygwin\usr\local\bin\setup.exe -R c:\cygwin -n -q -l h:\cygwin\arc
