Answering myself.
Must use ":"  as separator

LD_PRELOAD=3D"/tmp/prova/cygjpeg-62.dll:/tmp/prova/cygpng12.dll" sudoku

is working.

It seems that cygwin does not accept the space as separator in
LD_PRELOAD as other systems
