Yes, you are right. Only yesterday I found out that - and I had to do
source-code analisys to came to that conclusion!
Why on earth, do you ask? Because:
~ $ cygcheck -h

cygcheck -c [ PACKAGE ] [ -d ]
cygcheck -s [ -r ] [ -v ] [ -h ]
cygcheck -k
cygcheck -f FILE [ FILE ... ]

cygcheck -p REGEXP
List system information, check installed packages, or query package databas=
e.

Let me zoom on that:
cygcheck

PROGRAM
**(and THEN)**

So, at least, a doc bug.
Unfortunately, I'm so doc biased, that I had to do source code
analysis to came to this simple conclusion - fortunately, YMMV :)
Also, besides the usage message issue, I think that it should had
complained about the inexistent '-v' file - that would had give me a
tip.
