"newest" is certainly a very very bad name, if it does not relate to
something like "use blead;"

ExtUtils::MakeMaker doesn't include all :: manifypods on cygwin, because
this is a unix extension only. See MM_Unix.pm
Please complain at ExtUtils::MakeMaker.
A patch would be trivial. Schwern just needs a kick.
For you: just do
