The standard /bin/sh, at any rate:

$ lsb_release -d
Description:	Ubuntu 8.10
$ ls -l /bin/sh
lrwxrwxrwx 1 root root 4 2007-07-30 05:36 /bin/sh -> dash*

User accounts are still created with bash as the login shell by default.
