I can not find the jasper development package with setup.exe which should contain the c header files, etc.

I could only find what appears to be the jasper
   1.) utility programs and
   2.) the runtime library

i.e., jasper-1.900.1-1.tar.bz2 and libjasper1-1.900.1-1.tar.bz2

Can someone please give me the name of the jasper developement package, as I can't seem to find it with a name like "jasper" anywhere.

Thanks.
