http://mingw-w64.sf.net/

Download a toolchain snapshot that's hosted on cygwin, and voila.. you
can build win64 binaries on cygwin :)

(Note that you will be cross compiling, so use
--host=x86_64-pc-mingw32 in configuring your project).
