ISC BIND is a DNS suite.  It includes, among others, dig(1), host(1),and named(8).
Please note that you will need a valid /etc/resolv.conf.  Unfortunatelythere is no Cygwin resolv.conf(5) manpage currently, but there isonline, e.g.:
