You need to re-read the replies that you already received.  The error is
not from make, it's from the KJxSvc program (whatever that is -- it's
not part of Cygwin) which is not capable of dealing with files being in
use by other parallel jobs.  This has nothing to do with either Cygwin
or make.

It is possible to modify your Makefile to cope with non-parallel safe
programs, such as by using order-only prerequisites and sentinal files. 
However, that is not Cygwin-specific and you'd be better off asking on
the make list.  (And you'd have to provide much more detail than what
you've given for anyone to be able to suggest workarounds.)
