Not to beat a dead horse but running as "Administrator" under Windows does not afford you all the same benefits and permissions that running as "root" under Linux/Unix does. You can check if the directory in question is accessible by "Administrator" using 'getfacl' on that directory. You can also check the permissions on the security tab in Windows to make sure that the "Administrator" has access either directly or through inheritance from its parent directory.
