This is not always enough with <http://cygwin.com/acronyms/#BLODA>.  I
recommend you try uninstalling as well.

You can also try rebasing.  Rerun 'setup.exe' and install the "rebase"
package.  Follow its readme (in '/usr/share/doc/Cygwin') to rebase the
Cygwin DLLs you've installed.
