All Cygwin packages are installed by 'setup.exe'.  If you don't have
a package you want, re-run 'setup.exe' and install it.  The Cygwin web page
explains this, as has been pointed out to you.  As for 'curl' in particular,
did you select the package for installation?  It is not installed by
default.  If you didn't install it, re-run 'setup.exe' and install it now.
