Yes, relying on 'setup.exe' to download you everything you need from a machine that already has Cygwin installed is not a recipe for success. 'setup.exe' is not a mirroring tool. It will only download packages selected that need to be updated or that aren't installed, based on the mirrors selected. If you've chosen more than 1 mirror and/or have Cygwin packages installed on the machine you're doing the downloading with, you're limiting the packages that will be downloaded from any mirror.
