That could be your problem.  'setup.exe' expects bzip2 compressed
files.  If you're not creating those, then 'setup.exe' won't be able
to unpack your package.  If you're already using 'tar', you may as
well let it do the compression for you (i.e. -j).  There's no need
for another tool or step.
