When I say your "usual download directory", I mean your local Cygwin download directory. That's the directory you tell 'setup.exe' to use for the packages it downloads. You may be able to get away with putting the package in a directory by itself and pointing 'setup.exe' at that (i.e. specifying this as the local download directory and telling 'setup.exe' to install from the local directory). I've never tried this but I believe that such functionality was at least once supported in 'setup.exe'.
