Yeah, for local scope the scope id is equivalent to the IPv6 interface
index.

I see. Well, I put this on my TODO list. It shouldn't be too tricky
to generate the same values as on Linux here. But see below...

On second glance I found the flag values defined for this field on
Linux. Looks like it wasn't such a bad idea to use the DAD state
after all...

This solves the problem that you don't see all interfaces.
Unfortunately this shows that the interface indices are not always the
same as in /proc/net/if_inet6 on XP. The underlying problem is that XP
has potentially two *different* interface indices for the same
interface, one for v4 and one for v6 :( I'll look into finding a better
solution.

This is not a Cygwin problem. On XP, the interface name of the IPv4
loopback device is NOT a UUID-style name(*). The adapter name as well
as the so-called "friendly name" is "MS TCP Loopback interface". On
Vista, there's no IPv4-specific loopback device anymore, just a generic
loopback device for v4 and v6 which has a UUID-style adapter name.

There is already a way to get the so-called "friendly name" of an
interface. However, this friendly name can not be used to identify
an interface unambiguously on Windows. AFAIR from my testing, the
user can give two different interfaces the same friendly name. Also,
the name can be up to 259 chars long. Therefore the "real" adapter
name is the one which should be used to unambiguously identify the
device.
To get the friendly name of an interface, you can call ioctl.
Because the size of a friendly name is so big, and because this
is very Cygwin-specifc anyway, you have to specify a buffer for the
friendly name (See /usr/include/cygwin/if.h for the definitions):

Thanks for the report. Btw., since I'm rather new to IPv6, I'd be very
glad to have some coding help with it. I think I did the ground work,
but there's obviously quite a lot of polish missing so far.

(*) I can't help to note that the IPv6 implementation in XP is still
marked as experimental. So there are some flaws which are only
really solved starting with Vista. Not all these flaws can be
worked around. But, as I wrote above:
