I believe that is a bug in the "expat-2.0.1-1".

Using the current setup.exe:
1.) I uninstalled all expat libraries from the system.
2.) Then download the new  "expate 2.0.1" library
3.) And then installed it (or tried to).  No errors were reported by setup, but
    the library was not installed.

Looking at the expat tar file loaded by setup I have:

In the directory:  /cygdrive/c/cygwin-packages/http..../release/expat
I have a 42,782 byte file, named   "expat-2.0.1-1.tar.bz2"

The tar file contains the following:

usr/bin/xmlwf.exe does get installed... But, I don't see the libraries..

Is this a packaging error?
