One way - rerun setup.exe and choose a mirror that has caught up to the
upstream reversion (in my testing, at least ftp://mirrors.kernel.org has
done so; the rest will do so within 24 hours or so).

The other way - rerun setup.exe, then click the 'View' button until Full
is shown, then scroll down to cygwin, then click the 'New' column until
1.5.25-12 shows.  In other words, intentionally downgrade cygwin back to
its last stable version.
