Hi all,

When using cygwin 2.573.2.2 wget on Windows XP Professional 2002 SP 2 it
is not possible for wget to write or update files with questionmark ? in
name.

Also it is not possible to extracting tar files in cygwin containting the
results of wget done on a POSIX machine.

A special build of wget for windows outside cygwin exists but is very out
of date. Fixing this bug enables more complete functionality. If question
mark is not possible to use on this file system at all, please consider
altering wget to circumvent this.

Please fix this problem for wget in cygwin.
