This is most likely a better topic for the cmake mailing list.  I have 
recently made a few fixes in this area.   The current 2.4.8 cpack can 
crash if all the variables for cygwin packaging are not set and have 
empty values.  I would suggest that you create a small example and post 
it to the cmake mailing list.
