No, it doesn't report any missing DLLs.  Both versions 2.43-2 and 2.44-1 
have the following report
from cygcheck:

$ cygcheck clisp
Found: C:\cygwin\bin\clisp.exe
C:\cygwin\bin\clisp.exe
  C:\cygwin\bin\cygwin1.dll
    C:\WINDOWS\system32\ADVAPI32.DLL
      C:\WINDOWS\system32\ntdll.dll
      C:\WINDOWS\system32\KERNEL32.dll
      C:\WINDOWS\system32\RPCRT4.dll
        C:\WINDOWS\system32\Secur32.dll
