You're supposed to add it to your global environment (in Windows) or, if you prefer, to the settings for CYGWIN in your crond service setup. Doing the latter requires more knowledge and effort than the former, which is why I would recommend it. You will also need to restart crond and stop all other Cygwin processes before doing so to be sure that Cygwin picks up the change.
