Search your system for duplicates of the files cygcrypto-0.9.8.dll,
ssh.exe, etc.  It looks like you have 3rd-party software installed
which comes with incompatible versions of these libs.  See
http://cygwin.com/acronyms/#3PP

For the sake of completeness, I'm running the aforementioned versions
of OpenSSH and OpenSSL every day w/o such problems.
