Just an update on this. I finally went all out and fully uninstalled the
antivirus program and sshd worked like a charm.

I had previously disabled the antivirus program but that wasn't enough
apparently. Also it must have had some services still running under Safe
Mode as well. 

Thanks for the help in troubleshooting this.
