I receive the error in the subject during installation of ssh server in Windows 2003 Server. Opening up a regular command terminal in Windows and using the 'net' command works fine and the file is in C:\WINDOWS\system32. Is there something I need to do within cygwin to allow the ssh script to access net.exe? I would go to the OpenSSH list first, however, I already successfully installed a near-identical script there separately from Cygwin without a problem.
