X11 improves with cygserver running, emacs might improve, I'm not sure sinc=
e I
have not tested without cygserver.

If you currently don't run cygserver you can see in the X startup log
(/tmp/XWin.log) a warning about IPC not being present and something else (I
don't have the problem so I can't see it, just remember it).
