Version 3.8-2 of "brltty" has been uploaded.

It is a background process (daemon) providing access to the Windows
Console for a blind person using a refreshable braille display.

Heavy #ifdef WINDOWS -> #ifdef __MINGW32__ to use cygwin emulation layer for
