No, you're trying to build glib*C* which most certainly will not work.

glib (the GNOME C function library), sure.  There are already packages
for it, just select them in setup.exe.

glibc, no, never, under no circumstances will this ever work.  The
Cygwin library itself provides a standard C library interface (libc) so
there is no need for this anyway.
