No.

No, Cygwin does not modify the Windows path. So either /you/ did it 
yourself or you where in the C:\cygwin\bin directory folder.

Because you use a Cygwin command.

Because you are there. Windows cmd never completes commands from the 
path.

I wanted to point you to http://cygwin.com/problems.html but in this 
case the /real/ problems sits between chair and computer.

Before you try to use and master a real shell like bash you should at 
least have a full understanding of the Windows shell Cmd.
